BCRP Overview

The building contract review program (BCRP) is designed to help builders take on new or larger, more complex projects through mentored project management by a BCRP service provider. 

If you’re a residential builder, you may be required to participate in the BCRP as a condition of obtaining eligibility with icare HBCF.

 

If you’ve already been assessed as eligible but you would like to change your eligibility profile, the BCRP may help you develop the skills and experience required to take on larger and more complex residential building projects.

 

The BCRP assists new entrants to the building industry, as well as existing small to medium builders without demonstrated experience for proposed projects.

BCRP Services

As a BCRP Service Provider, Building Contract Partners is responsible for reviewing your ability to quote and deliver a particular type of project. The services involved in the BCR Program include: 

Component 1 & 2

On registration of a new job, Building Contract Partners will request a list of documents relating to your project. These documents will be reviewed including the contract documents for the project to ensure that you provide a detailed budget that includes a gross margin that is reasonable for the project type, size, value and other project requirements. 

 

Component 3

Based on the requirements of the job, as identified in the documents provided, Building Contract Partners will determine a schedule of performance reviews, including site inspections, to ensure your supervision and contract administration is appropriate. 

 

Component 4

During the construction process, Building Contract Partners will make sure the project is running to budget and contracted completion date through regular progress checks and performance reviews. A performance report will be submitted to Corporate Scorecard, the Eligibility Risk Manager, and yourself after each performance review. 

 

Component 5

On completion of the project, Building Contract Partners will prepare a final report for Corporate Scorecard, the Eligibility Risk Manager, and yourself which confirms that all performance reviews have been completed, identifys any unresolved concerns and comments on your progression/competence in relation to the elements of the BCRP.  

Please note that it is not the role of Building Contract Partners as a BCRP Service Provider to ensure that you’re compliant with building standards however, copies of certifications may be requested as part of our performance review process. 

BCRP Service Standards

Building Contract Partners are committed to meeting and exceeding the below service standards: 

  • Submitting a quote within 1 business day of receiving a fully completed Request for Quote 

  • Registering a new job within 1 business day of receiving a signed Builders Agreement

  • Completing a Component 1, 2, 3 review and report within 3 business days of receiving all relevant documents 

  • Completing a Component 4 inspection within 2 business days of receiving notification 

  • Completing a Component 4 report within 1 business day of receiving the notification 

  • Completing a Component 5 report within 7 business days of the final site inspection 

  • Advising the relevant parties if there is any missing information required to complete a BCRP service within 1 business day of receiving the associated information 

  • Advising the relevant parties if there is any delay in completing a BCRP service within 1 business day of becoming aware of the delay

  • Notifying the relevant parties if the requirements of Component 1, 2, 3 have not been met within 7 days of the date of the requested information

  • Notifying the relevant parties immediately if the Builder has already commenced work 

  • Reporting any concerns regarding the Builders ability to complete existing projects or take on new work within 1 business day of becoming aware of this 

BCRP Fees

Building Contract Partners provides BCRP services at a rate of $135 per hour. 

A quote will be provided for each project based on the nature of the project, the contract value and the location.

Complaints

Building Contract Partners aim to provide a high standard of service to our Builders. If we have not met these standards, you may wish to make a complaint. 

We have a simple & common sense complaints procedure: ​

  1. Submit your complaint by calling 1300 343 459 or emailing info@buildingcontractpartners.com

  2. Your complaint will be acknowledged within 1 business day 

  3. Your complaint will be investigated as a high priority 

  4. A response to your complaint will be provided within 3 business days 

If you are dissatisfied with the outcome of the complaint:

  1. Escalate your complaint to the Managing Director by calling 1300 343 459 or emailing lauren@buildingcontractpartners.com

  2. Your complaint will be acknowledged within 1 business day 

  3. Your complaint will be investigated as a high priority 

  4. A response to your complaint will be provided within 3 business days 

If you remain dissatisfied with the outcome of the complaint, you can escalate the matter to icare in line with the attached BCRP Complaint & Dispute Handling Procedure.
